WHEREAS, On July 24, 2017, Aviation Officer Harry Nieves, a twenty year employee, and Aviation Officer Emiliano Morales, a twenty-eight year employee, partners for twelve years, responded to a call of a person down at O'Hare Airport International Airport; and,
WHEREAS, Upon their arrival, these two officers discovered that a man was unconscious, not breathing, and in full cardiac arrest; and,
WHEREAS, Aviation Officer Nieves and Aviation Officer Morales retrieved an Automated External Defibrillator (AED) and applied the life-saving electrical shock, bringing him to consciousness, and ultimately saving the man's life; and,
WHEREAS, While awaiting the arrival of the Chicago Fire Department, Aviation Officer Emiliano Morales and Aviation Officer Harry Nieves continued rescue support and provided crowd control until the arrival of paramedics; and,
WHEREAS, Thanks to their skill, decisiveness, and composure under pressure, Aviation Officer Nieves and Aviation Officer Morales saved the man's life, and the man has since made a successful recovery from the heart attack; and now therefore,
BE IT RESOLVED, That we, the Mayor and members of the City Council of the City of Chicago, assembled this 11th day of October, 2017 A.D. do hereby express our admiration and gratitude to Aviation Officer Harry Nieves and Aviation Officer Emiliano Morales for their heroic actions; and,

Officer Harry Nieves and Aviation Officer Emiliano Morales, and placed on permanent record in
their personnel file, as a token of our gratitude and esteem.
