To the Mayor, Members of the City Council, the City Clerk, the City Treasurer, and the residents of the City of Chicago:

As the City of Chicago Inspector General, I have the legal obligation to "promulgate rules and regulations for the conduct of investigations and public hearings consistent with the requirements of due process of law and equal protection under the law." The City of Chicago Office of Inspector General (OIG) first promulgated rules regarding its operations in 2011. After undergoing a process of review, OIG revised those rules in 2014, and now once again proposes important revisions.

Since OIG's last rule changes, City Council has amended OIG's enabling ordinance several times, including expanding its investigative jurisdiction to include City Council and creating the new Office of the Deputy Inspector General for Public Safety, focused on oversight of the Chicago Police Department and the police accountability system. These amendments and other changes to office operations necessitate new revisions to OIG's rules. OIG has also drafted new provisions for rule sections that were previously reserved. By this notice, OIG commences the 45-day public notice and comment period, required by its rules, regarding these amendments.

Under cover of this letter, I am circulating a draft of OIG's amended rules. This draft will also be posted on OIG's website. Comments on these rule amendments can be submitted until the end of the day on February 20, 2018, through the following methods:
