Ladies and Gentlemen:
At the request of the Commissioner of Fleet and Facility Management, I transmit herewith ordinances authorizing the execution of license agreements concerning the Chicago Riverwalk.
Your favorable consideration of these ordinances will be appreciated.

ORDINANCE
WHEREAS, the Chicago Riverwalk ("Riverwalk") is a 1.25 mile long path adjacent to the south bank of the main branch of the Chicago River; and
WHEREAS, the City of Chicago Department of Fleet and Facility Management ("2FM") wishes to enter into agreements with licensees for the operation of concessions on the Riverwalk, including concepts offering food and beverage, recreational, retail, cultural or educational activities for the public designed to bring additional visitors to the Riverwalk; and
WHEREAS, the City of Chicago Department of Procurement Services, on behalf of 2FM, issued a Request for Proposals ("RFP") to all interested Riverwalk proposers in January 2017, and, after evaluating responses, the City selected the best value respondents ("Licensees") with whom to negotiate license agreements; and
WHEREAS, one of the Licensees is: City Winery Chicago LLC ("Licensee");
WHEREAS, 2FM and Licensee have agreed to the terms of the agreement ("License Agreement"), which is attached hereto as Exhibit A; and
WHEREAS, Section 10-36-145(d) of the Municipal Code of Chicago authorizes the Commissioner, after publicly soliciting proposals, to negotiate and execute on behalf of the City concession agreements for food, beverages, goods and services within the Chicago Riverwalk for a total term not to exceed 60 months including extensions;
WHEREAS, the License Agreement has a 10-year initial term with two 5-year extension options at the Commissioner of 2FM's sole discretion, and therefore requires City Council approval...
