ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. Section 4-4-210 of the Municipal Code of Chicago is hereby amended by inserting the language underscored, as follows:
4-4-210 License insignia - Display.
(a) (!) It shall be the duty of every business for which a license is required to post such licenseT in a conspicuous place on the premises of the business^ Provided provided, however, that if a license is required by this Code or any rule or regulation promulgated thereunder to post the license in a specific place on the licensed premises, the more specific provision shall apply.

(2) It shall be the duty of every business for which a license is required to post on the premises of the business the name and 24-hour telephone number of a local emergency contact person; provided, however, that if a license is required bv this Code or any rule promulgated thereunder to post emergency contact information in a specific place on the licensed premises, the more specific provision shall apply. For purposes of this subsection, a "local emergency contact person" means a person who: (i) is the licensee or authorized bv the licensee to act as an agent of such licensee: and (ii) is capable of responding to an emergency telephone call within a reasonable period of time.

SECTION 2. Chapter 4-4 of the Municipal Code of Chicago is hereby amended by adding a new Section 4-4-318, as follows:
4-4-318 Surveillance cameras required for certain late-night retail businesses.
For purposes of this section, "late-night retail licensee" means a person licensed under this title that:

sells goods, foods, drinks, alcohol or other such items at retail; and
is open for retail sales to the general public for any period of time between the hours of 2:00 a.m. and 5:00 a.m.
It shall be the duty of every late-night retail licensee to install and maintain:

interior surveillance cameras showing the interior of the licensed premises where retail sales occur; and
exterior surveillance cameras at each entrance and exit of the licensed premises utilized by the general public, with the cameras placed in such a way as to record the identity of the persons entering or exiting the licensed premises. Each entrance and exit shall be lit in such a manner to assist each camera's recording of identities.
The surveillance cameras shall operate when the licensee is open to the general public between the hours of 2:00 a.m. and 5:00 a.m.
Recordings from the surveillance cameras required by this section shall be maintained for not less than 30 days and shall be made available to members of the Department of Police as soon as possible after an incident, but no less than twelve hours after such incident.

(e) If a licensee is required by this Code, any rule promulgated thereunder, or a corrective plan of action entered into by the licensee, to have a more stringent or specific surveillance camera requirement, the more stringent or specific provision shall apply.
