SUBSTITUTE ORDINANCE

 

 

 

WHEREAS, the Annual Appropriation Ordinance for the year 2018 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and

 

WHEREAS, in accordance with Section 8 ofthe Annual Appropriation Ordinance, the heads of various departments and agencies ofthe City have applied to agencies ofthe state and federal governments and public and private agencies for grants to the City for various purposes; and

WHEREAS, the City through its Mayor's Office has been awarded private grant funds in the amount of $25,000 by the Chicago Environmental Fund which shall be used for the Chicago Green Living Program (Green Living); and

WHEREAS, the City through its Mayor's Office has been awarded private grant funds in the amount of $75,000 by the Funders Network which shall be used for the Chicago Green Living Program (Partners for Places); and

WHEREAS, the City through its Department of Public Health ("Health") has been awarded federal grant funds in the amount of $1,010,000 by the United States Department of Housing and Urban Development ("HUD") which shall be used for the Housing Opportunities For People With AIDS Program ("HOPWA"); and

WHEREAS, the City through Health has been awarded state grant funds in the amount of $30,000 by the Illinois Department of Public Health which shall be used for the Tanning Facilities & Tattoo & Body Art Piercing Inspection Program; and

WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded additional carryover federal grant funds in the amount of $993,000 by HUD which shall be used for the Emergency Solutions Grants; and

WHEREAS, the City through DFSS is requesting authorization to contract with Thrive Chicago NFP for a reconnection hub to support the needs of opportunity youth; and

 

WHEREAS, the City through its Department of Planning and Development has been awarded additional federal grant funds in the amount of $5,929,000 by HUD which shall be used for the HOME Investment Partnerships Program; and

WHEREAS, the City through its Office of Emergency Management and Communications ("OEMC") has been awarded additional private grant funds in the amount of $25,000 by DePaul University which shall be used for the Pritzker Camera Installation Program; and

 

WHEREAS, the City through OEMC has been awarded federal grant funds in the amount of $5,000,000 by the Chicago Transit Authority ("CTA") which shall be used for the Video Surveillance at CTA Locations Program; and

 

WHEREAS, the City through OEMC has been awarded carryover federal grant funds in the

 

 

amount of $26,000 by the Illinois Emergency Management Agency which shall be used for the Urban Area Security Initiative Program; and

 

WHEREAS, the City through its Chicago Public Library has been awarded state grant funds in the amount of $19,000 by the Office of the Secretary of State which shall be used for the Engaging Library Patrons In the Digital Space Program; now, therefore,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

 

SECTION 1. The sum of $12,113,000 not previously appropriated, representing new grant awards, and $1,019,000 representing carryover grant awards, not previously appropriated, are hereby appropriated from Fund 925 - Grant Funds for the year 2018. The Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.

 

SECTION 2. The Commissioner of DFSS is hereby authorized to enter into a delegate agency agreement, subject to the approval ofthe Corporation Counsel and the availability of legally available funds, up to the amount of $500,000, with Thrive Chicago NFP for a reconnection hub to support the needs of opportunity youth.

 

SECTION 3. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.

 

SECTION 4.   This ordinance shall be in full force and effect upon its passage and approval.

Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2018 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies , and having been presented with a proposed Substitute Ordinance by the Office of Budget and Management which includes the authority to execute associated agreements including indemnification agreements, and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.

 

This recommendation was concurred in by a viva voce vote ofthe members ofthe Committee.
