SUBSTITUTE ORDINANCE

 

 

 

WHEREAS, the Annual Appropriation Ordinance for the year 2018 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and

 

WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to the City for various purposes; and

 

WHEREAS, the City through its Mayor's Office has been awarded additional private grant funds in the amount of $77,000 by the Rockefeller Philanthropy Advisors, Inc. which shall be used for the 100 Resilient Cities Initiative Program; and

 

WHEREAS, the City through its Department of Fleet and Facility Management has been awarded federal grant funds in the amount of $45,345,000 by the United States Environmental Protection Agency which shall be used for the Anadarko/Toronto Streeterville Removal Response Program; and

WHEREAS, the City through its Department of Public Health ("Health") has been awarded additional federal carryover grant funds in the amount $165,000 by the Illinois Department of Public Health which shall be used for the Dental Sealant Grant Program; and

 

WHEREAS, the City through Health has been awarded federal grant funds in the amount of $72,000 by the United States Department of Health and Human Services ("USDHHS") and state grant funds in the amount of $582,000 by the Illinois Department of Human Services, both of which shall be used for the High Risk Infant Follow-up Program; and

WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $39,000 by USDHHS which shall be used for the HIV Behavioral Surveillance Program; and

WHEREAS, the City through Health has been awarded federal carryover grant funds in the amount of $1,084,000 by the United States Department of Housing and Urban Development which shall be used for the Housing Opportunities for People with AIDS ("HOPWA") Program; and

WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $482,000 by USDHHS which shall be used for the Integrated HIV Surveillance and Prevention Program; and

WHEREAS, the City through its Department of Family and Support Services has been awarded additional state grant funds in the amount of $6,000 by the Illinois Department on Aging which shall be used for the Long-term Care System Development Program; and

 

 

WHEREAS, the City through its Chicago Public Library has been awarded state grant funds in the amount of $40,000 by the Illinois State Library which shall be used for the Project Next Generation Program; now, therefore,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

 

SECTION 1. The sum of $46,643,000 not previously appropriated, representing new grant awards and $1,249,000 representing carryover grant awards, is hereby appropriated from Fund 925 -Grant Funds for the year 2018. The Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.

 

SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions'of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.

 

SECTION 3.  This ordinance shall be in full force and effect upon its passage and approval.

To the President and Members of the City Council:

 

 

Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2018 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies , and having been presented with a proposed Substitute Ordinance by the Office of Budget and Management which includes the authority to execute associated agreements, and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.

 

This recommendation was concurred in by a viva voce vote ofthe members of the Committee.
