ORDINANCE
Independent Minority and Women Owned Business Enterprise Program


ARTICLE IV. INDEPENDENT MINORITY-OWNED AND WOMEN-OWNED BUSINESS ENTERPRISE PROGRAM (2-92-420 et seq.)
2-92-420 Definitions.
As used in Sections 2-92-420 through 2-92-570 of this chapter, the following terms shall have the following meanings:
"Affiliate" of a person or entity means a person or entity that directly, or indirectly through one or more intermediaries, controls or is controlled by, or is under common control with, the person or entity specified.
"Board" means the affirmative action advisory board established in Section 2-92-510 of this chapter.
"Broker" means a person or entity that fills orders by purchasing or receiving supplies from a third party supplier rather than out of its own existing inventory and provides no substantial service other than acting as a conduit between his or her supplier and his or her customer.
"Business enterprise owned or operated by people with disabilities" or "B.E.P.D." shall have the meaning ascribed to it in Section 2-92-586 of this chapter.
"Certifying agency" means a private or public entity designated by the chief procurement officer as an agency eligible to certify businesses as C.E.B.s.
"Certification eligible business" or "C.E.B." means any one or more businesses in the group consisting of M.B.E.S., W.B.E.s., B.E.P.D.s. and such other categories of business enterprises established by the contract compliance officer from time to time as eligible for participation in a certification program, when in his judgment the best available evidence supports such establishment.
"Certification program" means any one or more programs in the group consisting of the city's minority- and women-owned business enterprise programs, and business enterprises owned by people with disabilities program, and such other programs as the contract compliance officer may ...
