To: The City Council of the City of Chicago

Please be advised that responsive to authority contained in the Ordinance adopted by the
City Council (the "City Council") ofthe City of Chicago (the "City") on October 31, 2018 (the
"Bond Ordinance"), providing for the issuance of the City's Multifamily Housing Revenue
Bonds (Mark Twain Apartments Project), Series 2018, in the aggregate principal amount of
$27,325,000 (the "Bonds"), (i) the Bonds; (ii) the Loan Agreement dated as ofDecember 1, 2018
(the "Loan Agreement"), by and among the City, The Huntington National Bank, a national
banking association (the "Trustee"), and Mark Twain NHPF, LLC, an Illinois limited liability
company (the "Borrower"), (iii) the Bond Indenture dated as of December 1, 2018, by and
between the City and the Trustee (the "Indenture"), (iv) the Bond Purchase Agreement dated
