Ladies and Gentlemen:

At the request of the Superintendent of Police, I transmit herewith an ordinance providing a one-time authorization for helicopter landings and takeoffs for the 2019 IACP conference.

WHEREAS. As a home rule unit under Section 6 of Article VII of the Illinois Constitution, the City may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, The International Association of Chiefs of Police ("IACP") is the world's oldest and largest nonprofit membership organization of police executives, with over 20,000 members; and

WHEREAS, Since its formation in 1893, the IACP has held an annual conference ("Conference") to share insight, learn about promising practices, and discuss current technology with thousands of law enforcement executives; and

WHEREAS, At the Conference, the IACP assembles over 800 companies to display their newest products, services and the latest technologies designed specifically for law-enforcement, including exhibits on helicopters and related equipment used by public safety agencies; and

WHEREAS, The Conference scheduled for 2019 will be held in Chicago; now, therefore,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. All of the recitals above are expressly adopted as legislative findings of the City and are incorporated herein and are made hereby a part of this ordinance.

SECTION 2. Notwithstanding Section 10-36-380 or any other provision of the Municipal Code of the City of Chicago to the contrary, and subject to rules promulgated by the Superintendent of Police and the Commissioner of Aviation, the Superintendent and the Commissioner may authorize the landing or taking off of a rotary wing aircraft, by or on behalf of a person participating as an exhibitor of helicopters or associated equipment (the "Exhibitor") at the Conference to be held at McCormick Place Convention Center in 2019, under the following conditions:
The Exhibitor and persons acting on behalf of the Exhibitor must not violate State or Federal law or regulations in its use of the rotary wing aircraft;
The landing and takeoff of the aircraft must occur on property owned by the Metropolitan Pier and Exposition Authority at the McCormick Place Complex. •
The landing and takeoff of the aircraft must occur during the Conference or no more than 10 days before the first day of the Conference or no more than 10 day s after the last day of the Conference in the year 2019, and

4. No aircraft may land on or take off from such property more than once.

SECTION 3. The Superintendent of Police and the Commissioner of Aviation shall have authority to promulgate rules that may be necessary to insure the safe landings and takeoffs of rotary wing aircraft under this ordinance.

SECTION 4. Any person who violates any of the provisions of this ordinance, or any rule promulgated hereunder, shall be fined not less than $1,000.00 nor more than $5,000.00 for each offense.

SECTION 5. This ordinance takes effect upon its passage and approval.
