Dear Chairmen Harris and Waguespack,
We, the undersigned members of the Committee on Committees and Rules and/or the Committee on Finance, request you to call a joint committee meeting of the Rules and Finance Committee to hold a hearing for the Bring Chicago Home Resolution. We make this request in accordance with Rule 39 of the Rules and Order of Procedure of the Chicago City Council, which states that a meeting must be held if a written request is made by a majority of the committee members to the committee chairs.
It is urgent that a hearing for Bring Chicago Home is scheduled no later than October 15lh because of the time-sensitive nature ofthe legislative process as it relates to Chicago increasing its real estate transfer tax (RETT). In order'for City Council to increase Chicago's RETT, voters must first pass a referendum. The resolution to include this question on the March 2020 ballot must pass out of City Council by December 11th. Because budget hearings take up much of the Cily Council Schedule in November, it is imperative that we secure a hearing before budget season starts. Due to state law, a ten-day notice of the hearing musl be published in a newspaper, and three days are needed to allow time to publish the notice.
Therefore, we are asking you to please schedule a joint committee meeting of Rules and Finance for a vote on the Bring Chicago Home Resolution with that item as the first item on die agenda by October 15th, and for the hearing to be posted 13 days in advance so that we have time to meet the requirements of the state law.
