ORDINANCE
SECTION 1. For purposes of this Ordinance, "vehicle noise monitoring system" means an automated noise monitor capable of recording motor vehicle noise levels 24 hours per day and 365 days per year with computer equipment sufficient to process the data. Pursuant to and in accordance with Section 11-208 (e-5) ofthe Illinois Vehicle Code, codified at 625 ILCS 5/11-208 (e-5), the Commissioner of Transportation is hereby authorized and directed to install a noise monitoring system along the public right-of-way of Lake Shore Drive. Such noise monitoring system shall include six (6) noise monitoring devices at locations determined by the Office of Emergency Management and Communications in accordance with and pursuant to Section 2 of this Ordinance, provided that three (3) of the devices are installed at intervals within the segment between the northern terminus of Lake Shore Drive at W. Hollywood Avenue and E. Balbo Drive, and three (3) of the devices are installed within the segment at intervals between the southern terminus of Lake Shore Drive at E. Marquette Drive, and E. Balbo Drive
SECTION 2. The Executive Director of the Office of Emergency Management and Communications is hereby authorized and directed to determine locations for the noise monitoring devices to be installed along the public right-of-way of Lake Shore Drive in a manner consistent with the guidelines in Section 1., and with advisement and consent from the alderman of each Ward wherein a device is considered for location. The Executive Director of the Office of Emergency Management and Communications is hereby authorized and directed to monitor and collect data recorded by the noise monitoring system pursuant to Section 1 of this Ordinance. In consultation with the Department of Transportation, the Executive Director of the Office of Emergency Management and Communications is hereby authorized and directed to set standards for the technical specifications of the noise monitoring devices...
