WHEREAS, with Hampton's involvement and leadership, the Illinois chapter ofthe Black Panther Party provided free breakfasts, political education and organizing classes, community supervision of the police, and other services of inarguable benefit to the citizens of Chicago, and

WHEREAS, in a pre-dawn raid on Dec. 4th, 1969, fourteen officers under the direction ofthe Cook County State's Attorney's office forcibly entered the premises located at 2337 W Monroe Street, firing at least 83 and as many as 99 shots within minutes, and

WHEREAS, the only shot known to have been fired in the raid on 2337 W Monroe Street other than those of law enforcement officers was a single shot into the ceiling by Black Panther sentry Mark Clark, caused by his convulsion following his fatal shooting by the attackers, and

WHEREAS, historical and scholarly consensus ofthe FBI's illegal COINTELPRO program, based on evidence including documents taken from the 1971 break-in of an FBI field office by the Citizens' Commission to Investigate the FBI, recognizes Hampton's killing as a deliberate assassination orchestrated by law enforcement, including the FBI, the Cook County States Attorney's office, and the Chicago Police Department, and,

WHEREAS, the City of Chicago, by unanimous vote of its City Council on October 31st, 1990, on a resolution introduced by Alderman Marlene Carter ofthe 15th Ward, has historically honored and celebrated the 4th day of December as "Fred Hampton Day," now therefore,
