RESOLUTION HONORING CHICAGO POLICE DEPARTMENT AND CHICAGO FIRE DEPARTMENT FIRST RESPONDERS FOR SAVING THE LIFE OF A 14-YEAR-OLD GUNSHOT VICTIM

WHEREAS, On October 12, 2019, the quick thinking of first responders from the Chicago Police Department 6th District 662 Tactical Team and 22nd District, along with the expertise of Chicago Fire Department members, saved the life of a 14-year-old victim of gun violence; and

WHEREAS, This august body has been informed by the Honorable Howard B. Brookins, Jr., Alderman of the 21 st Ward, of the brave actions of these men and women; and

WHEREAS, On the evening of October 12th, Chicago Police Department Officers of the 6th District responded to a ShotSpotter Alert on the 8600 block of South Elizabeth Avenue; and

WHEREAS, Upon arriving at the scene, officers discovered two gunshot victims, and Tactical Officers Espinosa and Tactical Officer Kizer took quick action to assess and control the chaotic scene; and

WHEREAS, The responding officers immediately rendered aid to one of the victims, a 14-year-old boy with multiple gunshot wounds, by using techniques learned in Law Enforcement Medical Rescue Training (L.E.M.A.R.T.); and

WHEREAS, Tactical Officer Cuellar initially controlled the victim's bleeding by applying pressure with a towel he retrieved from a citizen at the scene, and was assisted by Tactical Officer Fink in applying a combat gauze to stop the bleeding; and

WHEREAS, Upon noticing the 14-year-old victim had labored breathing, Sergeant Cabral reassessed the situation and noticed that the victim had labored breathing, retrieved a chest seal, and had Tactical Officer Fink apply the seal over one of the boy's gunshot wounds in order to manage the wound; and

 

WHEREAS, With the assistance of Officer Rodriguez, Firefighter/EMT Anthony Wood located a second bullet entry wound on the 14-year-old victim, and Firefighter/EMT Wood, Tactical Officer Stapleton, and Sergeant Cabral applied and adjusted a second chest seal to further stabilize the victim; and

 

WHEREAS, Chicago Fire Department Ambulance Commander Anthony Wilson and Fire Paramedic Annette Cioch moved the victim to a stretcher, administered lifesaving IV fluids, and stabilized the victim for transport; and

 

WHEREAS, During transport, Chicago Fire Department personnel started a second IV line and placed the victim in a Trendelenburg position in an effort to push blood to the trunk of his body, and were able to stabilize the victim again; and

WHEREAS, The successful collaboration and quick-thinking of the following responders from the 006th and 022nd Districts of the Chicago Police Department and members of the Chicago Fire Department saved the life of a 14-year-old gunshot victim: 6th District Tactical Officer Jorge Cuellar, 6th District Tactical Officer Christopher Fink, 6th District Tactical Sergeant Alejandro Cabral, 6th District Tactical Officer Abraham Espinosa, 6th District Tactical Officer Jonathan Kizer, 22nd District Tactical Officer Kevin Stapleton, 22nd District Beat Officer Angel Rodriguez, Chicago Fire Department Firefighter/EMT Anthony Wood (Engine 122), Ambulance Commander Anthony M. Wilson (Ambulance # 24), and Fire Paramedic Annette Cioch; now, therefore

 

BE IT RESOLVED, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this fifteenth day of January, 2020, do hereby express our profound gratitude to 6th District Tactical Officer Jorge Cuellar, 6th District Tactical Officer Christopher Fink, 6th District Tactical Sergeant Alejandro Cabral, 6th District Tactical Officer Abraham Espinosa, 6th District Tactical Officer Jonathan Kizer, 22nd District Tactical Officer Kevin Stapleton, 22nd District Beat Officer Angel Rodriguez, Chicago Fire Department Firefighter/EMT Anthony Wood (Engine 122), Ambulance Commander Anthony M. Wilson (Ambulance # 24), and Fire Paramedic Annette Cioch (Ambulance # 24) for their heroic efforts on behalf of the people of Chicago; and

BE IT FURTHER RESOLVED, That suitable copies of this resolution be prepared and presented to 6th District Tactical Officer Jorge Cuellar, 6th District Tactical Officer Christopher Fink, 6th District Tactical Sergeant Alejandro Cabral, 6th District Tactical Officer Abraham Espinosa, 6th District Tactical Officer Jonathan Kizer, 22nd District Tactical Officer Kevin Stapleton, 22nd District Beat Officer Angel Rodriguez, Chicago Fire Department Firefighter/EMT Anthony Wood (Engine 122), Ambulance Commander Anthony M. Wilson (Ambulance # 24), and Fire Paramedic Annette Cioch (Ambulance # 24), and placed in each of their personnel files as a token of our appreciation and esteem.
