SUBSTITUTE ORDINANCE

 

WHEREAS, the Annual Appropriation Ordinance for the year 2020 ("2020 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and

 

WHEREAS, the City through its Office of the Mayor (the "Mayor's Office") has been awarded state grant funds in the amount of $244,000 by the Illinois Criminal Justice Information Authority ("ICJIA") which shall be used for the Violence Prevention and Street Intervention Program; and

 

WHEREAS, the City through the Mayor's Office has been awarded private grant funds in the amount of $8,000 by the One Chicago Fund which shall be used for the Youth Commission Grant Program; and

 

WHEREAS, the City through its Department of Housing has been awarded additional state grant funds in the amount of $777,000 by the Illinois Housing Development Authority which shall be used for the Foreclosure Prevention Program; and

 

WHEREAS, the City through its Department of Public Health ("Health") has been awarded private grant funds in the amount of $75,000 by Blue Cross and Blue Shield of Illinois which shall be used for the Care Van Blue Cross Program; and

 

WHEREAS, the City through Health has been awarded federal grant funds for the Emergency Preparedness Grant Program (the "Emergency Preparedness Program"), and now the City desires to allocate a portion of those grant funds in the amount of $485,000 to the newly created Department of Assets, Information, and Services which shall be used for the Emergency Preparedness Program; and

 

WHEREAS, the City through its Mayor's Office for People with Disabilities ("MOPD") has been awarded private grant funds in the amount of $3,000 from Access Chicago which shall be used for the MOPD-Private Grant Program; and

 

WHEREAS, the City through MOPD has additional federal carryover grant funds in the amount of $6,000 which shall be used for the Substance Abuse Prevention Program; and

 

WHEREAS, the City through its Department of Family and Support Services has been awarded state grant funds in the amount of $337,000 by the Illinois Department on Aging which shall be used for the Senior Benefits Access Application Program; and

 

WHEREAS, the City through its Department of Police ("Police") has been awarded federal grant funds in the amount of $260,000 by the Cook County Health and Hospitals Systems which shall be used for the Chicago Southside Early Diversion Program; and

 

WHEREAS, the City through Police has been awarded federal grant funds in the amount of $1,196,000 by the United States Department of Justice ("USDOJ") which shall be used for the Comprehensive Opioid Abuse Site-Based Program; and

 

 

WHEREAS, the City through Police has been awarded federal grant funds in the amount of $125,000 by the Cook County State's Attorney's Office (the "SAO") which shall be used for the Improving Criminal Justice Response to Domestic Violence, Dating, and Stalking Program; and

 

WHEREAS, the City through Police have been awarded federal grant funds in the amount of $23,000 by the Research Foundation of the City University of New York which shall be used forthe Initialed Research and Evaluation on Firearm Violence Program; and

 

WHEREAS, the City through Police has been awarded federal grant funds in the amount of $111,000 by the SAO which shall be used for the Justice Reinvestment Initiative Program; and

 

WHEREAS, the City through Police has been awarded federal grant funds in the amount of $825,000 by USDOJ which shall be used for the Law Enforcement-Based Victim Specialist Program; and

 

WHEREAS, the City through Police has been awarded state grant funds in the amount of $33,000 by the ICJIA which shall be used for the Violence Prevention and Street Intervention Planning Program; and

 

, WHEREAS, the City through its Department of Fire ("Fire") has been awarded additional federal grant funds in the amount of $6,000 by the United States Department of Homeland Security ("Homeland Security") which shall be used for the Port Security Program; and

 

WHEREAS, the City through Fire has been awarded additional federal grant funds in the amount of $1,586,000 by Homeland Security which shall be used for the Securing the City Program; now, therefore,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

 

SECTION 1. The sum of $5,609,000 not previously appropriated, representing new grant awards and $6,000 in carryover grant funds are hereby appropriated from Fund 925 - Grant Funds for the year 2020. The Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.

 

SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.

 

SECTION 3. This ordinance shall be in full force and effect upon its passage and approval.
