RESOLUTION



WHEREAS, A 2018 meta-analysis revealed when hospital staffing improved by even one nurse, patients on that unit had a 14 percent decline in risk for in-hospital death, and
WHEREAS, a 2007 analysis showed that an increase of one full-time registered nurse in a unit per day would result in nine percent fewer hospital related deaths in the ICU, 16 percent fewer deaths for surgical patients and six percent fewer deaths for medical patients, and
WHEREAS, Researchers found that even one day of high nursing workloads impact patient outcomes, citing "exposure to as little as one day of high workloads/staffing rations is associated with a substantially increased risk of death in critically ill patients.", and
WHEREAS, Recent changes in health care delivery systems have resulted in higher acuity levels among patients in health care facilities, increasing the need for improved quality measures to protect patient care and reduce the incidence of medical errors; and
WHEREAS, Nurses provide direct patient care for hospitalized patients, and, far too often, are overworked and under-supported as hospital administrators seek to lower costs; and
WHEREAS, Adequate, minimum registered nurse-to-patient ratios take into account patient acuity measures and improve the delivery of quality health care services and guarantee patient safety; and
WHEREAS, High turnover rates and the overreliance on temporary nurse staffing increase the average cost per discharge (cost of inpatient care, including administration) and overall operating costs.
