ORDER
WHEREAS, COVID-19 has taken the lives.of more than 508 Chicagoans as of April 19, 2020;and
WHEREAS, Black Chicagoans account for approximately 30% of Chicago's population, but 60% of Chicago's COVID-19.deaths, illustrating COVID-19's disproportionate impact on working poor Black Chicagoans; and
WHEREAS, a recent report found that the 10 Illinois ZIP codes with the fastest growing number of COVID-19 cases are majority Latino, illustrating COVID-19's disproportionate impact on working poor Latino Chicagoans; and
WHEREAS, continuing to curb the community spread of COVID-19 in Chicago may necessitate the cancellation of summer and fall 2020 special events, outdoor activities, and festivals;
Now therefore, it is ORDERED;
That the Budget Director, in consultation with the City Comptroller, Public Health Commissioner, and Cultural Affairs and Special Events Commissioner, shall conduct a detailed review of the 2020 annual appropriation ordinance to identify line items for special events, outdoor activities and festivals that are likely to be impacted as a result of COVID-19 and social distancing requirements.
That the Budget Director transmit a report of the aforementioned COVID-19 impacted line items to the Chairman and members of the City Council Committee on Budget and Government Operations by May 15, 2020.
That the Budget Director prepare and transmit a draft ordinance amending the Annual Appropriation Ordinance for year 2020 to the Chairman and members of the City Council Committee on Budget and Government Operation by May 20, 2020 that reappropriates funds for COVID-19 impacted special events, outdoor activities and festivals to a new line item that will fund cash assistance, like Chicago's COVID-19 Housing Assistance Grant, for Chicagoans excluded from the federal government's COVID-19 relief efforts, including unbanked Chicagoans, homeless Chicagoans, undocumented Chicagoans, and Chicagoans returning to their c...
