RESOLUTION CALLING FOR THE ESTABLISHMENT OF;A COST-SHARING FLOOD CONTROL PROGRAM
WHEREAS, The City of Chicago is a dense, urban environment with over 1,000.000 housing units spread across its 234 square miles: and
WHEREAS; Throughout its history. Chicago has built the necessary infrastructure to support its residential and commercial growth including the construction of,froads, bridges, sidewalks, railways, airports, and underground systems; and
WHEREAS, The continued build-up of infrastructure in the City has eliminated permeable areas, causing stormwater that would otherwise be absorbed Into the ground to enter the City's sewer system, which can put a strain on the* system's ability to safely convey stormwater away from homes and other structures; and
WHEREAS, When water is not safely conveyed away from homes, residents' lives and property are put at risk, and while the City continues to create new solutions to supplement its existing systems, including reconstructing its combined sewer system to a separate sewer system,, more needs to be done to protect residents from the dangers of urban flooding; and
WHEREAS, With the City currently experiencing the wettest month of May in its history, and with Cook County continuing to face record-setting rainfalls annually, the City must act immediately to implement new flood-prevention measures: now, therefore
BE IT RESOLVED, That we, the Mayor and members of the City Council of the City of Chicago,
gathered here this twentieth day of May, 2020, do hereby call upon the Commissioner of the
Department of Water Management, in consultation with the Commissioner of the Department of
Buildings, to promulgate rules for and establish1-a c»st-sh the City and private
property owners each pay a portion of costs to construct flood-control measures to protect individual homes and other structures; and
