WHEREAS, the motto of the City of Chicago is Urbs in Horto ("City in a Garden"), indicating that the City aspires to maintain natural vegetation throughout its urban environment; and,
WHEREAS, the City maintains its natural vegetation by working in partnership with many nongovernmental organizations, community members, and experts; and,
WHEREAS, vandalism, pests, and climate change collectively threaten to denude Chicago of its natural vegetation; and,
WHEREAS, the City can benefit from more cooperation and knowledge-sharing with its numerous partners in order to combat the aforementioned threats and pursue the vision outlined by the City's motto; now therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The above recitals arc expressly incorporated herein and made part of this ordinance.
SECTION 2. Section 10-32-010 of the Municipal Code ofthe City of Chicago is hereby amended by inserting the underscored language, as follows:

(h) "Forestry operations" means any planting, pruning, cultivation, maintenance or removal of any tree, shrub or other plant material by the deputy commissioner in accordance with this chapter.
ft} "Heritage tree" means a tree of special significance to the Citv because of its ap.e. . size, type, historical association, or horticultural value.

SECTION 3. Chapter 10-32 ofthe Municipal Code of the City of Chicago is hereby amended by inserting the new Section 10-32-245, as follows:

10-32-245. Urban Forestry Advisory Board
(a) Establishment, membership, organization
There is hereby established the Urban Forestry Advisory Board. The board shall consist of 13 members. The following shall serve ex officio as members: Chief Sustainability Officer, or successor position; Chair ofthe Committee on Environmental Protection and Energy, or its successor; General Superintendent & Chief Executive Officer of the Chicago Park District; Deputy Commissioner for Forestry, Department of Streets and Sanitation; Commissioner of the Department of Transportation; Commissioner of the Department of Water Management; Commissioner of the Department of Planning and Development. Subject to approval by the City Council, the Mayor shall appoint representatives from two nongovernmental organizations that participate in the Chicago Region Trees Initiative; a nongovernmental community organization; two tree service businesses or contractors; and the academic arborist community. The Mayor shall designate a chairperson and vice-chairperson.
Members shall not be compensated for their service on the board. The six nongovernmental appointees shall be appointed and hold office as follows: three to be appointed for two years and three to be appointed for four years and until their successors arc appointed and qualified. Members thereafter appointed shall serve for four years, except that in case of vacancy appointments shall be made for the unexpired term. The terms of members from governmental entities shall coincide with their terms of public service.
The board shall meet at least quarterly. Additional meetings may be called by a majority ofthe board. A majority of members of the board shall constitute a quorum.
(b) Powers and ditties.
The board shall huvc the following powers and duties:
Develop and annually update the Urban Forestry Manugemcnt Plan containing analysis and recommendations to be delivered to the Mayor and City Council;
Review, assess, and advise on City plans, policies, procedures, guidance documents, and expenditures, as well as other issues identified and determined by the board to be important to urban forestry;
Recommend to the City Council legislation regarding urban forestry;
Facilitate public education of urban forestry;
Establish a Heritage Tree program.
