WHEREAS, The calls for social justice, equity and change have reverberated across the nation and here in the City of Chicago following several high profile incidents, including the murder of George Floyd; and,

 

WHEREAS, Many residents, social activists groups, community and law enforcement organizations have called for changes in how we provide safety and security to the residents of Chicago; and,

 

WHEREAS, The Budget Appropriations Ordinance submitted by the Mayor of Chicago historically has been given two weeks for discussion by the Committee on the Budget and Government Operations, with the Chicago Police Department budget discussion lasting one day; and,

 

WHEREAS, The Members ofthe City Council of the City of Chicago are committed to hearing directly from the people of Chicago how to prioritize funding in the 2021 Appropriations Ordinance in a manner that is reflective ofthe will ofthe people; now therefore,

 

BE IT RESOLVED, That the Committee on the Budget and Government Operations hold monthly public subject matter hearings in advance of the annual Appropriations Ordinance hearings for the expressed purpose of allowing the public a continuous opportunity to express their will and priorities concerning public safety in the City of Chicago; and,

 

BE IT FURTHER RESOLVED, That such monthly subject matter hearings on public safety be held by the Committee on the Budget and Government Operations separate from any other regular committee hearing in perpetuity after the adoption of the Appropriations ordinance in order to ensure funding expenditures remain a continuous reflection of the public sentiment and will.
