ORDER


Be It Ordered By The City Council of the City of Chicago, That the Chicago Police Department immediately issue a departmental moratorium on the request and use ofany warrant utilizing the commonly known practice of "no knock," for a period of six months; and,

Be It Further Ordered By The City Council of the City of Chicago, That while the "no knock" warrant moratorium is in place, a commission consisting of advocates, legal professionals, and law enforcement shall be formed to review, evaluate and recommend possible edits or enhancements on any applicable ordinances, statutes and/or departmental orders pertaining to the issuance and execution of warrants, including the following:
Report of Chicago Police Report warrant executions by district, time, type and any associated ancillary incident(s)
Continuation of "no knock" warrant requests
Modification of hours of execution to federal daytime standard
Any associated order, policy, ordinance, statute or precedent associated with the requesting of, authorization of, and/or execution of search warrants
Potential municipal code edits or enhancements regarding

Be It Further Ordered By The City Council of the City of Chicago, That this warrant review commission shall report back to the Committee on Public Safety in advance of the termination of the moratorium so that all applicable and acceptable recommendations can be introduced and acted upon.
