WHEREAS, The relationship between communities and local police departments across the country has suffered from unresolved issues stemming from excessive force; and,

WHEREAS, The large number of issues stemming from the perceived use of excessive force has contributed to the^legitimizing of law enforcement in many communities, particularly minority communities; and,
WHEREAS, While the use of force is necessary in many situations, a public question remains about what is considered the appropriate use of force is needed to apprehend and subdue a subject without questioning the legitimacy of law enforcement; and,

WHEREAS, The City of Chicago has paid out more than $525 Million in police-related settlements and lawsuits, including numerous related to excessive force; now therefore,

BE IT RESOLVED BY THE CITY COUNCIL, That we the Members of the City Council of the City of Chicago do hereby call upon the Superintendent of the Chicago Police Department and the Deputy Mayor for Public Safety to appear before the Committee on Public Safety to discuss the following:
Current & recurrent training on subject apprehension policies and techniques
Other departmental training options and programs regarding subject apprehension
Public perception and fiscal impact of excessive force complaints

BE IT FURTHER RESOLVED BY THE CITY COUNCIL, That the information presented and discussed be used by the Superintendent of the Chicago Police Department to formulate new training & potential recurrent policies related to subject apprehension.
