Your Committee on Public Safety held a meeting on Friday, May 21, 2021 by virtual remote means to consider the following proposed Orders:

RESOLUTION

To Call a Hearing to Expand Gender-Based Violence Prevention Programs

 

WHEREAS, the City of Chicago ("the City") is a home rule governing body according to Article VII ofthe State of Illinois Constitution, and may exercise the power to regulate for the protection ofthe public health, safety, morals and welfare (Article VII, Section 6(a); and,

 

WHEREAS, by effectively regulating the public health, the City may increase the safety of its residents; and,

 

WHEREAS, expanding public health services related to domestic violence, gender-based violence, and related forms of violence will increase the safety of Chicago residents; and,

 

WHEREAS, in June 2020, The Network: Advocating Against Domestic Violence ("The Network") outlined a proposal to increase gender-based violence prevention services offered by the City; and,

 

WHEREAS, The Network report outlines numerous community-based asks, including sexual violence response programs; community based advocacy work; prevention programs for sexual and domestic violence; funding services for those who cause harm; 24-hour non-shelter domestic violence crisis responders; and long-term housing solutions for survivors, and;

 

WHEREAS, the City implementing robust community-based programming to prevent and respond to gender-based, sexual, and domestic violence would improve the public health and safety of its residents; and,

 

WHEREAS, expanding this type of community-based programming would be complementary to additional reforms, including proposals to expand mental health services available to residents experiencing crises, and expanding the types of mental health services available through the City's emergency management systems.

 

NOW BE IT RESOLVED, the Committee on Health and Human Relations shall call a hearing on expanding community-based domestic violence, sexual violence, and gender-based violence prevention programming in the City of Chicago.
