SUBSTITUTE ORDINANCE

WHEREAS, the Annual Appropriation Ordinance for the year 2020 ("2020 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and

WHEREAS, the City through its Department of Cultural Affairs and Special Events has been awarded private grant funds in the amount of $750,000 from the Walton Personal Philanthropy Group which shall be used for the Builder's Initiative Program; and
WHEREAS, Chicago Board of Election Commissioners (the "Board of Elections") has available funds from non-City sources ("Available Funds") in the amount of $2,270,000 which shall be used for the certain election costs (the "Election Costs") incurred by the Board of Elections in connection with the November 2020 elections; and

WHEREAS, pursuant to the Election Code, 10 ILCS 5/1 et seq., the City is obligated to pay all or a portion of the Election Cost from City funds for the benefit of the Board of Elections, and the Board of Elections desires to reimburse the City for the payment by the City ofthe Election Costs from the Available Funds, and the City desires to accept such reimbursement; and

WHEREAS, the City through its Department of Public Health has been awarded federal COVID-19 grant funds by the United States Department of Health and Human Services ("DHHS") in the amount of $1,907,000 which shall be used for the Immunization and Vaccines for Children Program; and

WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded federal COVID-19 grant funds in the amount of $1,288,000 by the Board of Education ofthe City of Chicago to be used for the Early Childhood Block Grant Program; and

WHEREAS, the City through DFSS has been awarded additional federal grant funds in the amount of $25,000 by the Corporation for National Community Service which shall be used for the Senior Companion Project ...
