SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2021 ("2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of the Mayor ("Mayor's Office") has been awarded federal carryover grant funds in the amount of $626,000 by the United States Department of Justice ("DOJ") and desires to redistribute the grant funds from the Mayor's Office to the City's Department of Police ("CPD") which shall be used for the Improving CPD's Response to Domestic Violence, Sexual Assault, and Stalking program; and
WHEREAS, the City through its Department of Public Health ("CDPH") has been awarded additional federal COVID-19 carryover grant funds in the amount of $4,190,000 by the United States Department of Health and Human Services ("DHHS") for the Building Epidemiology and Health IT Capacity program; and
WHEREAS, the City through CDPH has been awarded additional federal carryover grant funds in the amount of $255,000 by DHHS for the HIV Behavioral Surveillance program; and
WHEREAS, the City through CDPH has been awarded additional public carryover grant funds in the amount of $250,000 by the Cook County Health and Hospitals System for the Lead Based Paint Hazard Control Torrens program; and
WHEREAS, the City through CDPH has been awarded additional federal COVID-19 carryover grant funds in the amount of $1,335,000 by DHHS for the Vaccine Preventable Diseases Program; and
WHEREAS, the City through CPD has been awarded federal grant funds in the amount of $3,500,000 from the DOJ which shall be used for the Operation Legend program; and
WHEREAS, the City through CPD has been awarded federal grant funds in the amount of $500,000 from the DOJ which shall be used for the Juvenile Justice System Enhancement program; and
