ORDINANCE

WHEREAS, The City of Chicago is a home rule unit of local government under Article VII, Section 6(a) of the 1970 Constitution of the State of Illinois; and

 

WHEREAS, As a home rule unit, the City may exercise any power and perform any function pertaining to its government and affairs, including the power to regulate for the protection of the public health, safety, and welfare; and

WHEREAS, In order to preserve the public health, safety, and welfare, it is important for the City to have a variety of safe housing available and affordable to its residents of every income group; and

WHEREAS, Housing stability promotes stronger neighborhoods and communities, and increases public health, safety, and welfare; and

WHEREAS, The economic effects of COVID-19 have increased housing instability across the country; and

 

WHEREAS, The City Council adopted a temporary moratorium on demolitions in the 606 Residential Area, an area which has seen large increases in land values as a result of the Bloomingdale Trail; and

WHEREAS, Due to the public health crisis caused by COVID-19, the City needs more time to sufficiently assess how to further protect the long-term residents and affordable housing in the 606 Residential Area; and

WHEREAS, As the City begins to reopen, development may occur that diminishes the affordable housing stock in the 606 Residential Area, thus displacing long-term residents; now, therefore,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. The Call for Temporary Prohibition of Building or Demolition Permits and Rezoning of Residential Properties within the 606 Residential Area, originally passed January 15, 2020, and published on pages 12990 through 12992 of the Journal of Proceedings of the City Council for that date, and extended by O2020-3396, passed on July 22, 2020 and published on pages 18949 through 18951 of the Journal of Proceedings of the City Council for that date, with the pertinent section being found on page 18951, is hereby amended by deleting the language stricken and adding the language underscored as follows:

SECTION 3. The temporary moratorium imposed by this ordinance shall be in effect until February 1. 2021 August 1, 2021.
