RESOLUTION To call a hearing on sanitation service disruptions
WHEREAS, the City of Chicago ("the City") recently encountered extreme winter weather events that initially disrupted sanitation services, including both garbage and recycling service, and service disruptions during extreme weather events are to be expected; but,
WHEREAS, these service disruptions continued for weeks following the clearance of most snow and ice obstacles, and these continued service disruptions occurred both for residents that receive service from City of Chicago recycling contractors as well as residents that contract services with private haulers; and,
WHEREAS, residents that contract with private haulers have experienced missed service citations due to alleged ice and snow build-up, even weeks after the extreme winter weather events, which subsequently resulted in these private haulers assessing additional pick-up fees against residents; and,
WHEREAS, over the last two weeks, recycling service has lagged for residents who receive their service from City contractors, resulting in hundreds of 311 complaints for missed recycling pick-up; and,
WHEREAS, the City of Chicago benefits from regular sanitation service from its contractors for City service, and from private haulers that operate within the City, and therefore improving service disruptions will improve the sanitary conditions ofthe City.
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
The City Council shall call a hearing on sanitation service disruptions. This hearing shall address service disruptions that occurred over the course of the last six weeks, but especially over the last two weeks, as extreme winter weather conditions cleared. This hearing may include representatives from each private hauler that operates within the City; each hauler that contracts with the City to provide recycling service; and the Department of Streets and Sanitation.

NOW BE IT FURTHER RESOLVED, the City Council shall assess the extent to which the Department of Streets and Sanitation can offer services improvements above and beyond the services currently offered by its contractors; and the extent to which recent service disruptions caused by the City's contractors are in breach ofthe agreements with the City.
