RESOLUTION
To call a hearing on Transportation Network Provider responses to driver safety

WHEREAS, rideshare drivers are subjected to numerous acts of violence, and the City of Chicago ("the City") is experiencing an increase in armed robberies of driver-occupied vehicles, which is especially targeting rideshare drivers; and,

WHEREAS, the City licenses rideshare drivers through Transportation Network Provider (TNP) provisions, and the Chicago Police Department responds to these vehicular robberies; and,

WHEREAS, due to rideshare company data practices, the Chicago Police Department is frequently unable to obtain relevant information to investigate alleged crimes, and data collection often takes 30 days; and,

WHEREAS, a number of rideshare drivers have organized under the Independent Drivers Guild (IDG), to call upon TNP companies and lawmakers to do more to protect driver safety; and,

WHEREAS, demands for increased safety protocols from TNP companies include expanded data requirements for their users, fraud verification, police zone warnings within rideshare applications, and panic buttons, among other safety demands; and,

WHEREAS, the City benefits by upholding the public safety of all of its residents and guests, including TNP drivers and riders, and the City also benefits from transparent and thorough licensing standards to achieve those aims; and,

WHEREAS, the City can use its licensing and public safety standards to address the targeted robberies of rideshare vehicles, and this can be achieved by revising its licensing protocols to ensure better community engagement and responses from TNP companies to the CPD when CPD responds to these reports of crime.

NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO,
