BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:


SECTION 1. Chapter 2-32 of the Municipal Code of Chicago is hereby amended by inserting new section 2-32-081, as follows:
2-32-081 Consolidated billing.
Any business licensed under Title 4 of this Code may request that the comptroller prepare and send one annual consolidated bill for any of the following estimated fees due and owing by such business during that calendar year in which the bill was sent:

a license under Title 4;
a permit for any and all public way uses;
a permit for a sign or billboard;

a permit for a sidewalk cafe;
annual building, zoning or fire inspections; and
a loading zone sign.
Any licensed business seeking an annual consolidated bill under this section shall submit a request for such consolidated bill, together with a description of each applicable license, permit, inspection, or approval listed in subsection (a) of this section on a form prescribed by the comptroller, at least 30 days prior to the first required issuance, renewal, or approval of license, permit, inspection, or approval listed in subsection (a) of this section in the applicable calendar year.
Upon receipt of the form required under subsection (b) of this section, the comptroller shall coordinate with the heads of all applicable city departments, who shall assist and cooperate with the comptroller in the issuance of each annual consolidated bill requested under this section. Within 30 days of receipt of a complete request for an annual consolidated bill under this section, the comptroller shall issue such consolidated bill to the applicable licensed business.
In the event that an estimated payment under this section is less than the fees owed for the licenses, permits, inspections, or approvals listed in subsection (a) of this section for the applicable calendar year, the licensed business shall timely pay any balances when due in accordance with the applicable section of this Code.
