ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2021 ("2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and,
WHEREAS, the American Rescue Plan will provide amounts of $1,982,000,000 not previously appropriated, with approximately $991,000,000 to be appropriated in a first tranche in 2021, and approximately $991,000,000 to be appropriated in a second tranche thereafter; and,
WHEREAS, the Office of the Mayor will receive approximately $164,000,000 for the purposes of Violence Prevention and Street Intervention Programs in the amount of $24,000,000; through the Chief Equity Officer to implement a Reparations Pilot Program (approximately $60,000,000) and Guaranteed Basic Income Pilot Program (approximately $30,000,000); and through Workforce Innovation divisions to establish Youth Jobs Programming ($50,000,000); and,
WHEREAS, the Department of Housing will receive approximately $75,000,000 for the purposes of Emergency Housing relief for renters and homeowners (including foreclosure prevention) in the amount of $50,000,000, and for the Low Income Housing Trust Fund in the amount of $25,000,000, for permanent supportive housing and other forms of emergency rental assistance; and,
WHEREAS, the Department of Assets, Information and Services will receive approximately $100,000,000 for the purposes of acquiring, rehabilitating, developing, or maintaining permanent supportive housing, vaccine centers, community health centers, and community mental health clinics, and that these sites may be developed as needed with other relevant departments or intergovernmental agencies; and,
WHEREAS, the Department of Public Health will receive approximately $100,000,000 to establish mental health emergency response for a Chicago Crisis Care Response program; and,
WHEREAS, the Department of Family and Support Services will receive approximately $277,000,000, for the purposes of extending the Long Term Care Ombudsman Program in the amount of $4,000,000; for expanding additional eligibility for Child Care in the amount of $83,000,000; for a Child Care Provider Income Stabilization Relief Program ($95,000,000); for Community Based Domestic Violence Prevention in the amount of $35,000,000; and for domestic violence rapid re-housing in the amount of $60,000,000; and,
WHEREAS, the Department of Business Affairs and Consumer Protection will receive approximately $100,000,000 for the purposes of small business relief grants; and,
WHEREAS, the Department of Water Management will receive approximately $165,000,000 for the purposes of administering debt relief to restore water service; and,
WHEREAS, in the amount of approximately $20,000,000, additional allocations will be made to the departments listed above, as well as the Departments of Finance, Law, Assets, Information and Services, Buildings, Housing, Planning and Development, Streets and Sanitation, Transportation, and Aviation to hire employees for the purpose of administering COVID-19 relief and administer American Rescue Plan programming, or replacing employment positions at risk of being lost after March 1, 2021; now, therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO
SECTION 1. The amounts of $991,000,000 not previously appropriated, representing new grant awards are hereby appropriated from Fund 925 - Grant Funds for the year 2021. The 2021 Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A, which is hereby made a part hereof.
SECTION 2. The Commissioners of Housing, Assets, Information and Services, Planning and Development, Family and Support Services, and Public Health are hereby authorized to enter into intergovernmental agreements with the Chicago Housing Authority for the purposes of administering permanent supportive housing, domestic violence rapid re-housing, affordable housing, and other housing capital financing and operational subsidy.
