City Council Meeting May 26, 2021
ORDER
WHEREAS, the City of Chicago (the "City"), a home rule unit of government under Section 6(a), Article VII of the 1970 Constitution of the State of Illinois, is heretofore organized into municipal governmental units as outlined under Title 2 City Government and Administration ofthe Chicago Municipal Code; and,
WHEREAS, per Section 2-4-010 ofthe Municipal Code, the Mayor of the City of Chicago shall communicate within thirty days of an departmental officer vacancy whom the Mayor appoints as the new officer; and,
WHEREAS, the Department of Law, Department of Human Relations, Department of Family & Support Services, Department of Water Management, Chicago Public Library, the Public Safety Administration, and the Mayor's Office for Peoples with Disabilities have all been without a department head for more than thirty days; and,
WHEREAS, the Mayor has failed to officially file notice to the City Council within the required time frame whom she is appointing to serve as officers of the aforementioned seven departments; and,
WHEREAS, taxpayers deserve a fully staffed and functional municipal government with all officer and associated staff positions being filled and working to address the issues of their respective duties as defined by the Chicago Municipal Code and funded annually by the City Council of Chicago; now, therefore,
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, that Mayor Lori E. Lightfoot immediately bring her administration into compliance with Chicago Municipal Code Section 2-4-010 by filing with the City Clerk of Chicago her
appointees for the officer vacancies in the Department of Law, Department of Human Relations, Department of Family & Support Services, Department of Water Management, Chicago Public Library, the Public Safety Administration, and the Mayor's Office for Peoples with Disabilities; and,
BE IT FURTHER ORDERED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, should Mayor Lori E. Lightfoot fail to obey the order ofthe Chair as directed by this order, per Rule 50 of the 2019-2023 Rules of Order and Procedure of the City Council, a Motion of Censure shall be discussed at the next full meeting of the City Council.
