SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2021 (the "2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of the Mayor has been awarded carryover grant funds in the amount of $69,000 by Humanity United for the Pathways to Freedom program and desires to redistribute $65,000 to the City's Department of Business Affairs and Consumer Protection; and
WHEREAS, the City through its Department of Public Health ("CDPH") has been awarded additional federal grant funds in the amount of $200,000 by the United States Department of Health and Human Services ("HHS") for the Adult Viral Hepatitis program; and
WHEREAS, the City through CDPH has been awarded additional federal COVID-19 grant funds in the amount of $85,561,000 by HHS for the Building Epidemiology and Health IT Capacity program; and
WHEREAS, the City through CDPH has been awarded federal COVID-19 grant funds in the amount of $30,488,000 by HHS for the Health Disparities in Chicago's High-Risk and Underserved Communities program; and
WHEREAS, the City through CDPH has been awarded private grant funds in the amount of $225,000 by Blue Cross and Blue Shield of Illinois for the Healthy Chicago 3.0 program; and
WHEREAS, the City through CDPH has been awarded additional federal grant funds in the amount of $34,000 by HHS for the HIV Behavioral Surveillance program; and
WHEREAS, the City through CDPH has been awarded federal grant funds in the amount of $573,000 by HHS for the Morbidity and Risk Behavior Surveillance (Medical Monitoring) program; and
WHEREAS, the City through CDPH has been awarded federal COVID-19 grant funds in the amount of $16,757,000 by HHS for the Public Health Crisis Response program; and
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded additional federal grant funds in the amount of $205,000 by the Illinois Department of Commerce & Economic Opportunity for the Community Services Block Grant program; and
WHEREAS, the City through DFSS has been awarded federal COVID-19 grant funds in the amount of $179,000 by the Illinois Department on Aging for the Vaccination Transportation program; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The amounts of $134,222,000 (not previously appropriated and representing new grant funds) and $69,000 (representing carryover grant funds) are hereby
appropriated from Fund 925 - Grant Funds for the year 2021. The 2021 Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 3. This ordinance shall be in full force and effect upon its passage and approval.
