ORDINANCE

WHEREAS, the City of Chicago ("City") is a home rule unit of government as defined in Section 6(a). Article VII of the 1970 Constitution ofthe State of Illinois and, as such, may exercise any power and perform any function pertaining to its government and affairs: and

WHEREAS, pursuant to former Mayor Rahm Emanuel's Chicago City of Learning initiative. Northwestern University ("N WU") and Chicago Public Schools ("CPS") entered into a contract for the purpose of NWU hosting on its L3 Platform an after-school learning program for CPS students that hosted learner digital portfolios, which included learner-identified interests, online activities started or completed, program participation information, and digital badges earned for the development and promotion of ongoing self--directcd learning and beneficial digital education programs for youth ("CPS Agreement"); and

WHEREAS, under Mayor Light foot, the City began in 2019 paying fees to NWU of $125,000 for support of the program and also renamed the program, My CHI. My Future ("MCMF"); and

WHEREAS, CPS and the City desired that DFSS. with administrative support from the Mayor's Office, take over CPS's role as website licensee of NWU and coordinator ofthe MCMF.website; and

WHEREAS, on or about January 27, 2021, the City Council of Chicago passed an Ordinance conferring authority on the Commissioner of the Department of Family & Support Services ("DFSS") to negotiate and execute an agreement with Northwestern University ("NWU") for the purposes o...
