The digital sign; provided, however, that notwithstanding such exemption, shall be subject to the regulations set forth in Title 17, Title 10 and Title 13 that expressly refer to and regulate digital signs and the provisions of the Municipal Code governing the permitting, construction, maintenance and removal of signs and sign structures. Failure of the applicant and the applicant's successors to comply shall be grounds for invalidation or revocation of the sign permit.
