ORDINANCE


WHEREAS, the Annual Appropriation Ordinance for the year 2021 ("2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and,

WHEREAS, the American Rescue Plan will provide amounts of $1,886,591,388 not previously appropriated, with approximately $943,295,694 to be appropriated in a first tranche in 2021, and approximately $943,295,694 to be appropriated in a second tranche thereafter; and,

WHEREAS, the Office ofthe Mayor will receive approximately $116,500,000 for the purposes of Violence Prevention and Street Intervention Programs in the amount of $60,000,000; to improve Internet Accessibility for Chicago households in the amount of approximately $50,000,000; to improve Language Accessibility to municipal services in the amount of approximately $1,000,000; through the Chief Equity Officer in the amount of $500,000; and through the Office of New Americans approximately $10,000,000 for the purposes of the Immigrant Legal Defense Fund; and,

WHEREAS, the Office of the Inspector General will receive approximately $2,000,000 for the purposes of establishing a Police Complaint Database; and,

WHEREAS, the Department of Assets, Information, and Services will receive approximately $15,000,000 for the geographic expansion of the Chicago Wifi program with a focus on parks and public spaces; and,

WHEREAS, the Department of Housing will receive approximately $321,625,000 for the purposes of Affordable Housing Building Decarbonization Assistance Funds in the amount of $75,000,000; for expanding community engagement and canvassing on accessing municipal housing services in the amount of $1,125,000; for the purposes of providing eviction counselling and legal support services in the amount of approximately $10,000,000; for the purposes of p...
