SUBSTITUTE ORDINANCE
WHEREAS, the City of Chicago ("City") is a home rule unit of government by virtue of the provisions ofthe Constitution ofthe State of Illinois of 1970, and, as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, the City Council of the City (the "City Council"), by ordinance first adopted on December 2, 1998 and published in the Journal of Proceedings ofthe City Council (the "Journal") for such date at pages 86361 through 86378: (i) approved a certain redevelopment plan and project (the "Redevelopment Plan") for the Northwest Industrial Corridor TIF (the "Redevelopment Area"), pursuant to the Illinois Tax Increment Allocation Redevelopment Act, as amended (65 ILCS 5/11-74.4-1 et seq.) (the "TIF Act"); (ii) designated the Redevelopment Area as a redevelopment project area pursuant to the TIF Act; and (iii) adopted tax increment financing pursuant to the TIF Act as a means of financing certain Redevelopment Area project costs incurred pursuant to the Redevelopment Plan; and
WHEREAS, the City is the process of developing a new, state-of-the-art Joint Public Safety Training Academy located at 4443 West Chicago Avenue, Chicago, Illinois ("Campus") as part of the City's continued efforts to provide the best tools, technology and training for its first responders; and
WHEREAS, a secondary goal of the City's development of the Campus is to serve as an anchor in the community and provide opportunity for leadership development, academic success and healthy lifestyles for the community's youth; and

WHEREAS, since 1902, the Boys & Girls Clubs of Chicago ("BGCC"), an Illinois not-for-profit corporation, has provided the City's youth with highly inclusive, positive emotional, educational, physical, and cultural resources; and

WHEREAS, the City's Department of Assets, Information and Services ("DAIS") has determined that it is in the City's best interests to enter into a ground lease with the BGCC for ...
