ORDER

BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, That, pursuant to Section 2-60-050 ofthe Code, the City of Chicago Corporation Counsel shall, within 10 days after the passage of this order, submit to all members of the City Council a written legal opinion that:
describes the City Council's legal authority to retain an independent parliamentarian, who would be interviewed and hired by the City Council Committee on Committees and Rules, to advise City Council members and Committee Chairs on the Rules of Order and Procedure ofthe City Council;
identifies any current Rules of Order and Procedure or other laws or rules, including any laws or rules related to the Mayor's authority as the Presiding Officer of the City Council, that may impede an independent parliamentarian's ability to: (A) enforce the rules under the current Rules of Order and Procedure; or (B) be recognized and permitted to speak at City Council meetings to deliver an opinion on the rules to the entire body; and
