RESOLUTION HONORING FIRST DEPUTY COMMISSIONER OF THE CHICAGO DEPARTMENT OF WATER MANAGEMENT JULIE HERNANDEZ-TOMLIN

 

WHEREAS, Julie Hemandez-Tomlin was born and raised in the City of Chicago's Montclare neighborhood, the daughter of Joseph and Janet Hernandez, aspiring to become the first woman and Latina to serve as First Deputy Commissioner of the Chicago Department of Water Management; and

 

WHEREAS, Julie's love of her City and desire to serve the public became apparent early on when Julie gained employment with the Cook County Clerk's office when she was just a teenager, eventually becoming supervisor in the Bureau of Vital Statistics; and

 

WHEREAS, in an effort to better herself, Julie attended night school to earn a Bachelor's Degree in Business Management, working hard to improve her skills and making sacrifices to enhance her professional career; and

 

WHEREAS, Julie began her career with the City of Chicago in 1998 as the Supervisor of Senior Citizen Exemptions in the Department of Sewers where she managed to update the customer service database, resulting in a substantial increase in revenues, and was promoted to Deputy Commissioner and oversaw the modernization of permit and licensing programs, departmental information systems and debt collection programs; and

 

WHEREAS, in 2003, Deputy Commissioner Hernandez-Tomlin retained her position upon the merging of the Departments of Water and Sewer creating the Chicago Department of Water Management, where her expanded responsibilities included overseeing activities ofthe Bureau of Administrative Support including procurement, finance, safety, personnel and payroll, labor relations and information technology forthe new 2,100 employee department; and

 

WHEREAS, in 2006 Julie Hernandez-Tomlin was recognized for her accomplishments and promoted to Managing Deputy Commissioner, where she managed the Bureau of Meter Services in addition to being responsible for managing the Department of Water Management's complex budget which currently stands at $1.1 billion annually; and

 

WHEREAS, in 2006 Hernandez-Tomlin shattered another glass ceiling when she was named the first woman and Latina First Deputy Commissioner of the Department of Water Management, second-in-command in one ofthe world's largest water utilities, managing daily operations of Chicago's water system; and

 

WHEREAS, Julie Hernandez-Tomlin continued her career with the Department of Water Management, dealing with day-to-day operations as well as lending her expertise to further the vision ofthe Department of Water Management to lead the nation in providing high quality water in a cost effective and sustainable manner; and

 

WHEREAS, this great City is indebted to First Deputy Commissioner Julie Hernandez-Tomlin for her dedication and service to the City ofChicago and its people, who were the beneficiaries of her dedication to public service; and

 

NOW, THEREFORE, BE IT RESOLVED, that we, the Mayor and members ofthe City Council ofthe City of Chicago, gathered here in assembly this 25th day of October, 2021, A.D., recognize and thank Julie Hernandez-Tomlin for her 22 years of service to this City and wish her much success in her future endeavors and much happiness with her husband Andrew and children Andrew and Victoria.

 

BE IT FURTHER RESOLVED, that a suitable copy of this resolution be presented to Julie Hernandez-Tomlin in gratitude and recognition of her accomplishments and many years of dedication and service to our great City.
