At the request ofthe Commissioner of Housing, I transmit herewith an ordinance authorizing the transfer of a project and associated property from Community Housing Partner III LP to RAHF V/5T Englewood LLC.

WHEREAS, the City of Chicago (the "City") is a home rule unit of government under Section 6(a), Article Vll of the 1970 Constitution of the State of Illinois and as such may legislate as to matters that pertain to its local government and affairs; and
WHEREAS, the City has determined that the continuance of a shortage of affordable housing for persons of low and moderate income is harmful to the health, prosperity, economic stability and general welfare of the City; and
WHEREAS, the City, pursuant to Title I ofthe Housing and Community Development Act of 1974, as amended, supplemented and restated (42 U.S.C. Section 5301 et seq.) (the "Act"), received an allocation of Community Development Block Grant funds ("CDBG Funds") from the United States Department of Housing and Urban Development and allocated the CDBG Funds to certain activities described in the Act as eligible activities, with the primary objective of developing viable urban communities, providing decent housing and a suitable living environment, and expanding economic opportunities principally for persons of low and moderate income; and
WHEREAS, the City programmed certain funds available from a variety of funding sources including CDBG Funds (the "Multi-Family Program Funds") to make loans and grants to owners of rental properties containing five (5) or more dwelling units located in low and moderate income areas for the development of multi-family residential housing, and such Multi-Family Program Funds are administered by the City's Department of...
