ORDINANCE

WHEREAS, Article VII, Section 6(a) of the Constitution of the State of Illinois provides that a home rule unit of government may exercise any power and perform any function relating to its government and affairs; and

WHEREAS, The City of Chicago, having a population in excess of twenty-five thousand (25,000) is a home rule unit; and

WHEREAS, The .redistricting of thc wards of the City of Chicago is a matter relating to the government and affairs of the City: and

WHEREAS, The Revised Cities and Villages Act of 1941 (the "Act"), 65 ILCS 20/0.01, et seq., mandates, inter alia, that the City of Chicago shall be divided into fifty wards and that "on or before the first day of December, of the year following the year in which the national census is taken, and every ten years thereafter, the city council shall by ordinance redistrict the city on the basis of the national census ofthe preceding year," 65 ILCS 20/21-38; and

WHEREAS, The Chicago Advisory Redistricting Commission ("Peoples Map Commission") held a series of 31 virtual and in-person public hearings from June 22 to October 1, 2021, to solicit input from Chicago residents concerning redistricting of the wards of the City of Chicago, and the Commission also held in-person meetings in diverse geographic locations throughout the city, including in Pullman, Englewood, McKinley Park, Chinatown, West Garfield Park, the Lower West Side, the Loop, North Lawndalc, Portage Park, and West Ridge, and the Commission also received significant written testimony through the Commission's online public submission portals, and as a result the Commission accepted testimony and map submissions from over 500 Chicago residents from all regions of the City; and

WHEREAS, The undersigned Alderpersons having submitted a proposed map ordinance to the City Council (the "Coalition Map") have agreed to submit to the City Council the attached ...
