RESOLUTION

 

Pursuant to Rule 36 ofthe Rules of Order and Procedure ofthe City Council, a Special Committee of the City Council is hereby created.

SECTION 1. Definitions.

For purposes ofthis Resolution:

"Act" means the Illinois Gambling Act, 230 ILCS 10/1, ef seg.

"Casino" means the Chicago casino authorized to be established pursuant to the Act.

"Committee" means the Special Committee created by this Resolution, to be known as the Special Committee on the Chicago Casino.

"Rules" means the Rules of Order and Procedure ofthe City Council ofthe City of Chicago. SECTION 2. Establishment.

The Committee is hereby established. Committee membership shall be the President Pro Tempore and the Chairman and Vice-chairman of each Standing Committee under the Rules. For purposes of determining membership or quorum ofthe Committee, each such Chairman orVice-Chairman shall be counted only once. A quorum ofthe Committee shall be fifteen (15) members.

 

The Chairman ofthe Committee shall be Alderman Tom Tunney.

 

The Vice-chairman ofthe Committee shall be Alderman Jason Ervin.

 

Except as otherwise provided in this Resolution, the Committee shall operate in accordance with the Rules and other applicable law.

 

SECTION 3. Committee jurisdiction.

 

Notwithstanding any provision ofthe Rules to the contrary and to the extent not prohibited by law, the Committee shall have jurisdiction over all matters within the jurisdiction of the City related to the establishment ofthe Casino, including, but not limited to, zoning, land use, building code, real estate, contracting, licensing, permitting, gambling, public health, pedestrian and traffic safety, public safety, security, environmental issues, City services, transportation, public way, financial and budget considerations, tax incentives, special events, and airport matters, related to the establishment ofthe Casino and all matters contemplated under the Act, including but not limited to matters relating to legislative review or public hearing.

 

SECTION 4. Termination and Committee Discharge.

 

Pursuant to Rule 38, unless otherwise ordered by a majority ofthe City Council, this Resolution shall expire and be repealed of its own accord on the City Council's receipt of a final report from the Committee stating the fact of its dissolution, and on that date, the Committee shall be discharged without a vote.
