RESOLUTION URGING THE ILLINOIS GENERAL ASSEMBLY TO PASS HOUSE BILL 5731,
MAKING GHOST GUNS ILLEGAL
WHEREAS, In May of 2021, the Justice Department's Bureau of Alcohol, Tobacco, Firearms and Explosives issued a proposed rule to help stop the rapid increase of "Ghost Guns"—a current loophole in the federal firearms regulation; and
WHEREAS, Ghost Guns are privately made firearms for personal use currently not required by the Gun Control Act of 1968 to have a serial number placed on the frame or receiver, resulting in difficulty for law enforcement to determine where, by whom, or when they are manufactured and to whom they were sold or otherwise disposed of; and
WHEREAS, Technological advances have made it easier for unlicensed persons to make firearms from standalone parts or weapon parts kits, using 3D printers, or with personally owned or leased equipment, and without any records or background checks; and
WHEREAS, New terms and definitions must take technological developments and modern terminology in the firearms into account, as well as other supportive legislation necessary to implement regulation of dangerous technology advances such as Ghost Guns; and
WHEREAS, In March of 2022, President Biden discussed his comprehensive gun crime reduction strategy during the 2022 State of the Union Address, which included reining in the proliferation of Ghost Guns in response to increase of privately made firearms recovered at crime scenes identified by law enforcement as serious threat to public safety; and
WHEREAS, Additionally, last month, Representative Buckner introduced HB5731, ensuring the following: (1) the transfer, purchase, manufacturer, importation, and possession of ghost guns is illegal, (2) printing ghost guns with 3D printers is prohibited, and (3) guns that are currently unserialized can be serialized and trackable;
WHEREAS, In 2021, the Chicago Police Department confiscated a total of 455 Ghost Guns, which is more than twice the number reported in New York; and
WHEREAS, Ghost Guns are a serious threat to all communities throughout the City and State as they have the power to undermine life-saving, public safety policies; and, now, therefore,
BE IT RESOLVED, That we, the Members of the Chicago City Council gathered here in assembly this 27th day of April 2022, do hereby urge the Illinois General Assembly to pass House Bill 5731, making Ghost Guns illegal; and

BE IT FURTHER RESOLVED, That we commit to the future introduction of local legislation regulating Ghost Guns.
