RESOLUTION IN SUPPORT OF THE ILLINOIS GENERAL ASSEMBLY'S LAW COMBATING CARJACKINGS
WHEREAS, In 2021, over 1,800 carjackings took place within the City and over 2,000 occurred in Cook County, whereas New York City and Los Angeles combined for fewer than 1,000 carjackings in the same period; and
WHEREAS, The Chicago Police Department and Cook County Sheriffs office have been overwhelmed with ongoing carjackings across the City and County, and have each implemented a number of practices in an attempt to curb these crimes; and
WHEREAS, Despite these laudable efforts, due to the large number of incidents, arrest and conviction rates remain low - state legislative assistance is desperately needed; and
WHEREAS, Currently pending in the Illinois Legislature are Senate Bill 4205 and House Bill 5744 which would establish a 24 hour hotline for carjacking victims and police to call into to track stolen vehicles through their GPS systems; and
WHEREAS, Senate Bill 4205 and House Bill 5744 would also require car manufacturers to establish a separate hotline to share information about the location of stolen vehicles with 9-1-1 dispatch centers, and ensure consumers are provided with information concerning the manufacturer hotline; and
WHEREAS, The pending legislation would help officers locate vehicles and apprehend suspects shortly after a carjacking takes place and provide officers an invaluable tool to keep residents safe; now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the City Council of the City of Chicago, gathered here this twenty-seventh day of April, 2022, do hereby call upon the Illinois General Assembly to adopt legislation giving the City and the County the tools they need to confront the problem of carjackings, including legislation such as Senate Bill 4205 or House Bill 5744; and
