A City Council Resolution Honoring the Life of Constance Loeria' Rover
WHEREAS, Almighty God in His infinite wisdom and judgment has called Constance Loeria' Rover (Connie), an outstanding citizen of Chicago, to her everlasting reward and returned to the heavenly realm on July 2, 2022; and
WHEREAS, This august Chicago City Council body has been informed of his passing by the Honorable Michelle A. Harris, Alderman of the 8th Ward; and
WHEREAS, Connie, a native of Daphne, Alabama was born on August 3, 1945 in Mobile, Alabama. She was one of twelve children born to the union of the late William and Elizabeth (Crawford) Adam; and
WHEREAS, Connie attended Shrine of the Holy Cross Catholic School an elementary school in Daphne Alabama. Raised in a Christian household, she accepted Christ at an early age. Connie attended Baldwin County High School, where she became the Head Majorette of the band. She was known for her big pretty legs, high stepping while twirling her baton; and
WHEREAS, After graduating in 1964 she moved to Chicago, where she married Wille Rover, her high school sweetheart and love of her life. He preceded her in death. To that union they had two children, Tyrone, and Dawn. She was a stay-at-home wife, who enjoyed taking care of her family. In 1992 she married Joseph Horton, who preceded her death; and
WHEREAS, Connie loved watching the Home Shopping Network and was an avid Family Feud and Wheel of Fortune player. She was always cooking a good meal. She was a member of the Metropolitan Apostolic Community Church, where she was often asked to bring her famous spaghetti and potato salad to church functions; and
WHEREAS, Connie had a joy for life, a fun spirit and absolutely loved entertaining friends and family. She was outgoing and like to be around people. She had a wonderful sense of humor. She was never at a loss for words, was very expressive and the life of any party; and
WHEREAS, Five brothers: Robert (Linda)Adams, Edward Adams, Theodore Adams, Authur Adams and William Lamont Adams preceded her in death; and
WHEREAS, Connie is survived by one son Tyrone Rover and one daughter Dawn Rover; three grandchildren: Brittany Rover, loving and devoted Tyrone Rover, Jr. and Deja Rover; five sisters: Shirley Quaites, Mamie Adams, Patricia (Bruce)Hall, Pegan (Kenneth), Juana (Wandell) McCovery; one brother Michael (Debra) Adams; two great grandchildren; two surrogate children Juicina "Tanya" Jordan and Anre Brown; and a host of nieces, nephews, and friends.; and
THEREFORE, Be It Resolved, That the Mayor and members ofthe City Council ofthe City of Chicago, do hereby express our deep sorrow on the passing of and extend to his family our sincere condolences; and
Be It Further Resolved That a suitable copy of this resolution be prepared and presented to the family of Ms. Constance Loeria' Rover.
