RESOLUTION

WHEREAS, the City of Chicago ("the City") issued a 2022 Climate Action Plan that notes nearly one quarter of emissions in Chicago are the product of transportation; and,

 

WHEREAS, the 2022 Climate Action Plan also includes implementation tables for actions related to reducing emissions, such as: expanding high-quality and low-stress on-street bikeways and off-street trails; increasing Divvy bikes and shared micromobility trips 30% by 2030; and, enabling Chicagoans to walk, bike, take transit, or use shared micromobility for 45% of all trips by 2040; and,

WHEREAS, in spring 2022, Diwy implemented new pricing schemes for electric bikes, removing pricing benefits for areas targeted for equitable implementation of micromobility policies, and functionally increasing the cost of using electric bikes across the City; and,

WHEREAS, the City implemented a "Chicago Moves" program in spring 2022, providing Chicago households In areas of need with assistance for their gas purchases or rapid transit passes; and,

WHEREAS, the City can encourage Chicagoans to increase Diwy trips by examining changes in pricing, and assessing ways to reduce pricing for electric bikes; now therefore

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, we the members of the City Council, assembled on July 20, 2022, call upon the Department of Transportation to report on the current Divvy pricing schemes, and to report any changes in ridership trends as a result of these pricing schemes; and,

BE IT FURTHER RESOLVED, we call upon the Department of Transportation to report on the impacts of current Diwy pricing within areas that previously received discounts or waived pricing in order to achieve equitable mobility goals.
