RESOLUTION

WHEREAS, the City Clerk can administer annual license fees for vehicles pursuant to Chapter 3-56 of the Municipal Code, and through Section 3-56-050 differentiates vehicle fees according to various vehicle sizes, and passenger and commercial uses, among other designations; and,
WHEREAS, in 2020 the CHy of Chicago ("the City") implemented a congestion pricing program for the use of ride-hailing services, after it was found that half of ail ride-hailing trips begin or end in the downtown area; and,
WHEREAS, the City issued a 2022 Climate Action Plan that notes nearly one quarter of emissions in Chicago are the product of transportation; and,

WHEREAS, the 2022 Climate Action Plan also includes implementation tables for actions related to reducing emissions, such as enabling Ghicagoans to walk, bike, take transit, or use shared mlcromobility for 45% of all trips by 2040; and,
WHEREAS, the City Clerk can administer vehicle license fee policies that assist in attaining the goals of the Climate Action Plan, by implementing graduated fees based on vehicle emissions; and,
WHEREAS, the City can further implement the Climate Action Plan by assessing the effectiveness of ride-hailing congestion pricing, in order to assess the feasibility of implementing congestion pricing for all vehicles entering the downtown area; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, we the members of the City Council, assembled pn July 20, 2022, call upon the City Clerk to issue vehicle licensing guidelines that encourage the use of electric vehicle fleets, and discourage the use of high emission commercial vehicles; and,
BE IT FURTHER RESOLVED, the City of Chicago shall report on the effectiveness of the ride-hailing congestion pricing program, in order to demonstrate the feasibility for implementing a congestion tax in the downtown area.
