BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. Chapter 10-36 of the Municipal Code of the City of Chicago is hereby amended by replacing Section 10-36-070 with the language as follows:

10-36-070 Promoting unpermitted events in parks.
It shall be unlawful for any person to organize or promote an event at a park or beach for which a permit is required under this Code or the Chicago Park District Code, but has not been issued. As used in this Section, "promote" includes advertising or otherwise holding out the event to members of the general public and inviting participants to the event, including by posting or sharing public or private messages on social media that include the time and location of such event.
This section shall not apply to any person that organizes or promotes: (i) an event that is issued a permit or facility rental reservation by the Chicago Park District or the City; or (ii) an athletic game, practice, or tournament held in compliance with City and Chicago Park District ordinances, rules, and regulations.
Any person violating this section shall be fined not less than $2,500 and not more than $5,000, provided, however, that if criminal activity occurs at or in connection with an event organized or promoted in violation of this section, the person shall be fined not less than $5,000 and not more than $10,000. The City may also collect the costs of any damage to City property caused by the event.
