ORDINANCE
WHEREAS, there is currently no official date for the transitioning of the Civilian Office of Police Accountability to be completed by the Community Commission for Public Safety and Accountability; and
WHEREAS, there is no further need for the duplicate agency of the Civilian Office of Police Accountability; and
WHEREAS, the original ordinance was passed in 2016; and
WHEREAS, residents of the City of Chicago have a legitimate interest in the expeditious and thorough transition to be complete; and
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Section 2-78 of the Municipal Code of the City of Chicago is hereby amended by adding new language and striking language within Section 2-78-180 as follows:
2-78-180 Transition.
Upon the Transition Date the Chief Administrator of the Office and the Office, respectively, shall assume all rights and powers of the former chief administrator of the Independent Police Review Authority and the former Independent Police Review Authority. All books, records, property and funds relating to the former Independent Police Review Authority and such rights and powers are transferred to the Office. Without limitation, the Chief Administrator and the Office shall succeed the former Chief Administrator of the Independent Police Review Authority and the Independent Police Review Authority in administering and investigating all pending matters under the jurisdiction of the former Independent Police Review Authority, in addition to new matters within the jurisdiction of the Office pursuant to this chapter.
The Civilian Office of Police Accountability shall be dissolved on December 31, 2022.
Bv January 01, 2023 the Community Commission for Public Safety and Accountability shall assume all rights and powers of the former Civilian Office of Police Accountability. All books, records, property and funds relating to the Civilian Office of Police Accountability and such rights and powers are transferred to the Community
Commission for Public Safety and Accountability All pending and new investigations shall be completed bv the Community Commission for Public Safety and Accountability.
SECTION 2. This ordinance shall take full force upon passage and publication.
