ORDINANCE
WHEREAS, there is currently no formal mechanism for the reporting of absences by Chicago Police Department leadership from the City of Chicago during the most critical months of the year; and
WHEREAS, the City of Chicago has witnessed over 330 homicides in the first half of this year alone; and
WHEREAS, the Chicago Police Department has been rocked by a record amount of cancellation in time off for sworn officers who work the streets; and
WHEREAS, residents have raised genuine concerns over accountability and transparency in leadership; and
WHEREAS, residents of the City of Chicago have a legitimate interest in where elected and appointed officials are during Chicago's most violent weekends; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Section 2-84 of the Municipal Code of the City of Chicago is hereby amended by inserting a new Section 2-84-057 as follows:
2-84-057 Notice of Absence to City Council
When the superintendent of police leaves the City of Chicago, the Superintendent must provide notice to the City Council through the Clerk of the City Council. The notice shall include the nature of the trip, whether personal or official business, an itinerary which shall include the destination(s) of the trip, and the duration of the trip. The notice must be submitted prior to the departure from the City. Upon passage of this ordinance, the superintendent shall provide a log of all previous absences for the year 2022 within 30 days to the City Council through the Clerk of the City Council.
SECTION 2. This ordinance shall take full force upon passage and publication.
