RESOLUTION
A resolution calling for assurances that the Chicago Department of Public Health (CDPH) will review the application for SIMS Metal Management with the inclusion of a cumulative impact study, community review of that study, and not issue new permits before these items can be included in their review.
WHEREAS, CDPH is the reviewing body of operating licenses for SIMS Metal Management.
WHEREAS, SIMS Metal Management is a metal recycling facility located in the 25th Ward.
WHEREAS, this company has been recently issued a construction permit by the state of IL EPA to install pollution control measures after an IL Attorney General ruling that they were not compliant with environmental regulations.
WHEREAS, the 25th Ward broadly and the Pilsen neighborhood specifically has long been subject to pollution and environmental racism that has led to numerously documented negative health outcomes explicitly those linked to chronic respiratory disease.
WHEREAS, the southwest of Chicago has long been victim to city, state, and federal policies that privilege the rights of large corporations and notorious polluters over those of the residents of the communities - which are predominantly communities of color - that need the support of institutions to consider all data in the review of permits for facilities that gravely effect the environment.

THEREFORE BE IT RECOGNIZED, upon the passing ofthis resolution that CDPH commits to includes a cumulative impact study, in addition to the data reporting back to the IL EPA (reviewed independently) from the pollution control measures that were recently installed, and that robust community input is considered in its review for the operating license renewal application for SIMS Metal Management. And, that not new licenses be issued until they can comply with all these requirements.
