Chicago City Council Meeting December 14, 2022
ORDER
WHEREAS, Elected officials, city officials and employees of the City of Chicago are allowed, per a January 2019 ruling on Case No. 18038.A.1 by the Board of Ethics, to use various social media platforms for City-related official business; and,
WHEREAS, TikTik is a social media application owned by ByteDance which has refused to limit access to user data through its application by its employees which may be compelled to provide such data to a foreign sovereignty; and,
WHEREAS, The Federal Bureau of Investigation has acknowledged the national security concerns regarding the control of user information, data collection application algorithms, and possibility to compromise user devices; and,
WHEREAS, The City of Chicago allows personnel to access social media platforms and applications for official work purposes on city-owned devices that are or can be directly connected to shared and/or interconnected data networks; and,
WHEREAS, The City Council of the City of Chicago recognizes the dangers of potential data breaches caused by the use of uncontrolled, unregulated social media applications such as TikTok; now, therefore,
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, That we, the Members ofthe City Council of the City of Chicago, do hereby order:
Any department, department employee may not maintain, access or utilize the TikTok application.
Any department, department employee may not use any city-owned device for the purposes of downloading or accessing the TikTok application.
Any person, contractor or vendor with a city department may not may not use any city-owned device for the purposes of downloading or accessing the TikTok application.
BE IT FURTHER ORDERED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, That the Mayor's Office, Department of Assets Information & Services and Department of Human Resources shall promulgate all necessary r...
